Any individual engaged in the business or occupation of testing, repairing or installing backflow prevention devices must be certified as a Certified Backflow Tester. The certification process and monitoring of testers is performed by the Cross-Connection and Water Pollution Control Program.

To become a certified tester, an individual must take and pass a practical examination where they need to demonstrate their ability to test double check valve assemblies, reduced pressure principle backflow preventers, pressure type vacuum breakers and spill resistant pressure vacuum breakers. The certification is for a two year period, after which the tester must retake the backflow tester examination. To qualify for the examination an applicant must have the necessary knowledge to test backflow prevention devices and possess a California State Contractor's License or be employed by a company or person that does.
