GSWC serving Californians for 75 years, is a subsidiary of American States Water and is a public utility company engaged principally in the purchase, production, distribution, and sale of water to over 240,000 customers, or one out of every 30 persons in California. GSWC also distributes electricity to more than 20,500 customers in one community. GSWC's operations are grouped into three regions, eight districts and twenty-two customer service areas throughout California and a portion of Arizona. Under the Cross Connection Control regulations and the rules of most states and territories, the water purveyor has the primary responsibility to prevent water from unapproved sources, or any other substances from entering the public water supply system. The water purveyor's responsibility begins at the source and includes all of the public water distribution system, including the service connection and ends at the point of delivery to the consumers water system. Water purveyors have the responsibility to assure safe drinking water that is achieved through an effective cross connection control program. This is a combined cooperative effort between plumbing and health officials, waterworks companies, property owners and certified testers. The goal is to establish and administer guidelines for controlling cross connection and implementing means to ensure their enforcement so that the public potable water supply will be protected both in the city main and with in the buildings. The elements of a program define the type of protection required and responsibility for the administration and enforcement. Other elements ensure continuing education programs.
GSWC is committed to maintaining and upholding the standards set forth by the title 17 regulations, The Guidance Manual for Cross Connection Control Programs, The Uniform Plumbing Code, as well as USC Foundation Manual of Cross-Connection Control.
