Keith Switzer
Vice President - Regulatory Affairs

Keith Switzer is the Vice President, Regulatory Affairs for Golden State Water.  Mr. Switzer began his career with Golden State Water as a Manager of Tariffs and Special Projects in the Regulatory Affairs Department in 2000.  He was promoted to Vice President of that Department in 2004.  As Vice President of Regulatory Affairs, Mr. Switzer is responsible for all of GSWC’s matters with the California Public Utilities Commission involving the regulated water and electric operations in California.

Mr. Switzer has over 30 years’ experience in the utility sector.  Prior to joining Golden State Water, he worked for one of the nation’s largest natural gas utilities and one of the largest electric utilities.  Mr. Switzer has a Bachelor of Arts Degree in Economics from California State University, Fullerton, a Master of Arts Degree in Economics from the University of California, Los Angeles, and a Master Degree in Public Administration from the University of Southern California.



Bill Gedney
Vice President - Environmental Quality

Bill Gedney is the Vice President of Environmental Quality for the Golden State Water Company.  Mr. Gedney began his career with Golden State Water as the Water Quality Engineer in Central District in 1997.  He was promoted to Manager of Water Quality in 1999 and was later appointed Vice President of that Department in 2004. Mr. Gedney has 35 years’ experience in the water utility industry including system design, construction, water quality management and regulation of water utilities.  As the Vice President of Environmental Quality his duties include executive responsibility for the planning, design and construction of board approved Capital facilities which serve to provide for the efficient supply of water by Operations.  Mr. Gedney has a Bachelor of Science Degree from University of California at Irvine, a Master of Science Degree in Environmental Engineering from the University of Southern California, and a Master of Business Administration Degree from the University of Redlands.


Patrick R. Scanlon
Vice President - Water Operations

Patrick Scanlon has over 35 years of experience in the water utility industry.  He began his career at Golden State Water Company (formerly Southern California Water Company) in 1979 as an entry-level water distribution operator.  Patrick held a number of progressively responsible positions at GSWC, including six years as the Superintendent in the Santa Maria District and ten years as Orange County District Manager.  In October 2002, he was promoted to Vice President, Customer Service for GSWC’s Region II service areas in Los Angeles County.  

Mr. Scanlon is currently the Vice President of Water Operations.  In this position, Patrick has executive responsibility for all water operations within Golden State Water Company, including customer service, water distribution, water supply and water quality.  He is accountable for ensuring positive relationships are maintained with city and county management and elected officials throughout the 75 cities and 10 counties served by GSWC.  In addition, Patrick is also directly involved in regional water agency issues which impact the Company’s overall water supply.  

Mr. Scanlon graduated from California State University, Fullerton in May of 1983 with a Bachelor of Arts degree in Criminal Justice.  He is also certified as a Grade 3 water treatment operator and as a Grade 3 water distribution operator by the California Department of Public Health.


Gladys M. Farrow
Vice President - Finance, Treasurer and Assistant Secretary for Golden State Water Company

Gladys M. Farrow is the Vice President of Finance, Treasurer and Assistant Secretary for Golden State Water Company, a wholly-owned subsidiary of American States Water Company.  In that capacity she is responsible for all internal and external financial reporting including all company filings with the Securities and Exchange Commission.  She is also responsible for all tax reporting and compliance, treasury and cash management functions, annual budgets and strategic planning, liquidity and capital resource planning, and Sarbanes-Oxley compliance.

Prior to joining Golden State Water Company in 2003, Ms. Farrow was employed by the international accounting firm of PricewaterhouseCoopers LLP (PwC) in Los Angeles, California, for thirteen years. She spent the last five years at PwC as a Senior Manager in the firm’s audit practice. Her responsibilities included planning, coordinating and managing all aspects of an audit primarily for companies that are public registrants with the Securities and Exchange Commission (SEC).  While at PwC she gained extensive knowledge and experience with Generally Accepted Accounting Principles for public companies (with a focus in the utility industry). She provided a wide range of audit, consulting, information technology and tax services to a variety of multinational clients in the Consumer and Industrial Products Group based in Los Angeles. Companies that she worked with included Southern California Edison and the Department of Water & Power.  Ms. Farrow holds a Bachelor’s degree in Economics from the University of California, Los Angeles and has been a Certified Public Accountant in the State of California since 1993.



S. David Chang
Vice President - Environmental Quality

Dr. Chang is responsible for directing the Environmental Quality Department on compliance of drinking water, environmental, and health and safety regulations.  In addition he oversees activities of Water Resources, Water Use Efficiency Departments and company-wide emergency preparedness and employee training programs.  Dr. Chang has held this position since November 2007.  He joined Southern California Water Company, the predecessor of GSWC, in January 1997 as Water Quality Engineer for the Orange County District and was promoted to the Region II Water Quality Manager position in November 2002.  From June 2005 through October 2007, Dr. Chang served as Region II Engineering Planning Manager and Engineering Design Manager.  

Before joining Golden State Water Company, Dr. Chang worked for CH2M HILL, a leading environmental engineering consulting firm for seven years. He holds professional certifications as a Registered Civil Engineer, CA; Grade 4 Water Treatment Operator, CA and Grade 5 Distribution System Operator, CA.  Dr. Chang received his Bachelor’s Degree in Civil Engineering and Master’s Degrees in Environmental Engineering from the National Taiwan University in Taipei, Taiwan and his Ph. D. Degree from the Department of Environmental Sciences and Engineering of University of North Carolina at Chapel Hill.
