American States Water Company Officers

Robert J. Sprowls
President and Chief Executive Officer

Mr. Sprowls has served as President and Chief Executive Officer of American States Water Company since January 2009 and as a board member since May 2009. He was Chief Financial Officer for more than four years prior to that. He has more than 30 years of experience in business strategy, operations management, corporate finance and business problem-solving for regulated utilities, utility holding companies and highly competitive, non-regulated utility affiliates.  In addition, he has served in leadership roles in the water industry as President and a member of the executive committee of the National Association of Water Companies, a non-profit organization representing private water companies.  

As President and Chief Executive Officer of American States Water Company, he holds similar titles and responsibilities for the company’s subsidiaries, Golden State Water Company and American States Utility Services, Inc. and its subsidiaries and serves on their boards.  Mr. Sprowls joined American States Water Company in June 2004 as Senior Vice President – Finance, Chief Financial Officer, Treasurer and Corporate Secretary. He was promoted to Executive Vice President – Finance, Chief Financial Officer, Treasurer and Corporate Secretary in January 2008 and became Executive Vice President of the company and its subsidiaries in November 2008.

Prior to joining American States Water Company, Mr. Sprowls spent 21 years at CILCORP Inc., or CILCORP, a public utility holding company whose largest subsidiary, Central Illinois Light Company, served approximately 250,000 electric and gas utility customers. During his tenure with CILCORP, Mr. Sprowls held positions as President, Business Unit Leader – Energy Delivery, Chief Financial Officer (CFO) and Treasurer of Central Illinois Light Company, CFO of a non-regulated subsidiary of CILCORP, QST Enterprises Inc., and Vice President and Treasurer of CILCORP. Mr. Sprowls left CILCORP and Central Illinois Light Company following the sale of the company to Ameren Corporation in 2003.

Mr. Sprowls is currently a member of the board of directors of the National Association of Water Companies.  He is also a member of the Southern California Leadership Council.  He has served on the board of directors of CILCORP Inc. and Central Illinois Light Company.  He has been a past chairman and a member of the board of directors of the Illinois Energy Association, a past chairman and a member of the board of directors of Goodwill Industries of Central Illinois and a committee chairman for the Heart of Illinois United Way Campaign.

He holds a BA degree in economics and business administration from Knox College in Illinois and a master in business administration from Bradley University, also in Illinois. He is a Certified Public Accountant (Inactive) and a Certified Management Accountant.

Eva G. Tang
Senior Vice President - Finance, Chief Financial Officer, Corporate Secretary and Treasurer

Eva G. Tang is Senior Vice President - Finance, Chief Financial Officer, Treasurer and Corporate Secretary of American States Water Company, a role she has held since November 2008. She is also Senior Vice President - Finance, Chief Financial Officer, and Secretary for the company’s first-tier subsidiaries, Golden State Water Company and American States Utility Services, Inc. and its subsidiaries. Ms. Tang oversees finance, accounting, tax, risk services, investor relations, internal audit and information technology. She has been with the company since August 1996, holding various positions in the accounting and finance departments. 

Prior to joining the company, Ms. Tang held the position as Director of Budget and Planning at OroAmerica Company in Burbank, California, the largest publicly traded manufacturer and distributor of gold and silver jewelry in the United States at the time.    

Ms. Tang currently serves on the board of directors for Pomona Valley Protective Association, a non-profit organization formed to capture and percolate storm water to sustain the groundwater aquifer. She is also a member of the board of directors for the National Utilities Diversity Council, an organization which conducts research to educate, develop best practices and guide efforts to promote diversity in the utility industry.

Ms. Tang holds an MBA degree with a concentration in Finance from University of California, Los Angeles, as well as a BA degree in Business Administration.  
 

Gladys M. Farrow
Assistant Secretary

Gladys M. Farrow is the Vice President of Finance, Treasurer and Assistant Secretary for Golden State Water Company, a subsidiary of American States Water Company.  In that capacity she is responsible for all internal and external financial reporting including all company filings with the Securities and Exchange Commission.  She is also responsible for all tax reporting and compliance, treasury and cash management functions, annual budgets and strategic planning, liquidity and capital resource planning, and Sarbanes-Oxley compliance.

Prior to joining Golden State Water Company in 2003, Ms. Farrow was employed by the international accounting firm of PricewaterhouseCoopers LLP (PwC) in Los Angeles, California, for thirteen years. She spent the last five years at PwC as a Senior Manager in the firm’s audit practice. Her responsibilities included planning, coordinating and managing all aspects of an audit primarily for companies that are public registrants with the Securities and Exchange Commission (SEC).  While at PwC she gained extensive knowledge and experience with Generally Accepted Accounting Principles for public companies (with a focus in the utility industry). She provided a wide range of audit, consulting, information technology and tax services to a variety of multinational clients in the Consumer and Industrial Products Group based in Los Angeles. Companies that she worked with included Southern California Edison and the Department of Water & Power.  Ms. Farrow holds a Bachelor’s degree in Economics from the University of California, Los Angeles and has been a Certified Public Accountant in the State of California since 1993.

Paul J. Rowley
Senior Vice President – Regulated Water Utility

Paul Rowley is Senior Vice President – Regulated Water Utility for Golden State Water Company (GSWC), a subsidiary of American States Water Company.  He was promoted to this position in December 2021, and has oversight of all functions in the regulated water unit, including Water Operations, Asset Management, Environmental Quality, Customer and Community Relations, Customer Service, Water Use Efficiency, Water Resources and Regulated New Business.  

Mr. Rowley joined GSWC in 2007 and has served in various roles, including Vice President - Water Operations, Director - Procurement Services, and District Manager.  In these roles, his responsibilities included management of GSWC’s water operations, maintaining relationships with city and county management and elected officials, executive oversight of procurement, and management of GSWC’s Central District in Los Angeles County.  Prior to joining the company, Mr. Rowley worked for Castaic Lake Water Agency for nearly eleven years and Santa Clarita Water Company for almost thirteen years. 

Mr. Rowley holds a Bachelor of Science Degree in Business Administration and a Master’s Degree in Public Administration from California State University, Northridge. He also holds Grade 3 water treatment operator and Grade 5 water distribution operator certifications issued by the California State Water Resources Control Board. 
 

Eva G. Tang
Senior Vice President - Finance, Chief Financial Officer and Secretary

Eva G. Tang is Senior Vice President - Finance, Chief Financial Officer, Treasurer and Corporate Secretary of American States Water Company, a role she has held since November 2008. Patrick M. Kubiak
Vice President - Asset Management

Patrick M. Kubiak is Vice President, Asset Management for Golden State Water Company (GSWC), a subsidiary of American States Water Company.  In this role, he is responsible for establishing the vision and strategy to lead the company in the execution of critical and transformative asset management initiatives. Mr. Kubiak has oversight of the following functional areas: Asset Management Planning, Engineering Design, Capital Program Construction, Technical Services and Operations Support, Developer In-fill New Business Services, and Preventative Maintenance.

Prior to his current role, Mr. Kubiak headed up GSWC’s first Technology Services department. He led the technology strategic planning effort and managed the implementation of the technology roadmap while overseeing change management and business process design initiatives.

Mr. Kubiak joined GSWC in 2018 after serving as a management consultant with Navigant Consulting, Inc. and PA Consulting Group. In this role, he performed business strategy and operational assessment studies involving strategic planning, business process design, utility resource planning, technology advisory, and rate design for some of the largest water and electric utilities in North America. 

Mr. Kubiak holds Masters of Science in Mechanical, Software and Automotive Engineering from Cranfield University (U.K.) and ESTIA Engineering School (France), and a Master in Strategy and Management from ESSEC Business School (France).

Jon G. Pierotti
Vice President – Regulatory Affairs

Jon Pierotti is Vice President – Regulatory Affairs for Golden State Water Company (GSWC), a subsidiary of American States Water Company.  In this role, Mr. Pierotti is responsible for matters with the California Public Utilities Commission (CPUC) involving the regulated water and electric operations in California.  He was named to this role in 2022.

Mr. Pierotti joined GSWC in 2014 as Assistant Controller and moved to Regulatory Affairs Manager in 2016.  During this time, he represented GSWC with the CPUC in such matters as general rate cases, cost of capital applications, public participation hearings, and many other applications and regulatory matters.  Prior to joining the company, Jon worked for nearly ten years at PricewaterhouseCoopers LLP, one of largest public accounting firms in the world, holding various positions including Senior Manager and Manager in the firm’s audit practice.  

Jon holds a Bachelor of Science Degree in Business Administration with dual concentrations in Accounting and Marketing from California Polytechnic State University - San Luis Obispo and is a Certified Public Accountant.
 

Sunil K. Pillai
Vice President – Environmental Quality

Sunil Pillai is the Vice President of Environmental Quality at Golden State Water Company (GSWC), a subsidiary of American States Water Company. Mr. Pillai has over 25 years of experience in the Environmental/Water Utility industry. He began his career with GSWC in 2003 as a Water Quality Engineer and over the years has held various managerial positions in Water Operations, Asset Management, and Environmental Quality. Prior to joining the company, Mr. Pillai worked as a Project Manager for the California Environmental Protection Agency and as a consultant in multiple Environmental Consulting firms in California. 

Sunil has a Bachelor’s degree in Civil Engineering from the College of Engineering, Trivandrum, India, and a Master’s degree in Civil/Environmental Engineering from the University of Oklahoma. He also holds a Professional Engineers (PE) License in Civil Engineering in the State of California.

David R. Schickling
Vice President - Water Operations

David (Dave) Schickling is Vice President - Water Operations for Golden State Water Company (GSWC), a subsidiary of American States Water Company.  His responsibilities include management of GSWC’s water operations, and maintaining relationships with city and county management and elected officials.  Dave joined GSWC in August 2019 as General Manager – Central District and has more than 30 years of experience in the management of water systems and the engineering of diverse public works projects.  Dave is a Registered Professional Engineer in California.  Early in his career, he worked for GSWC as a Senior Systems Engineer from 1990-1992. 

Dave’s previous roles include Director of Public Works, City Engineer, City Traffic Engineer, Water System Manager, Senior Civil Engineer, and Systems Engineer for municipalities and GSWC, as well as Project Manager for Kenneth I. Mullen and Associates.

Dave holds a B.S. degree in Civil Engineering from California State University at Fullerton, with course work at Cal Poly San Luis Obispo. Additionally, he holds a D5 Water Distribution Operator Certification and a T3 Water Treatment Operator Certification issued by the California State Water Resources Control Board.

Robert J. Sprowls

Christopher H. Connor
Senior Vice President

Christopher (Chris) Connor is Senior Vice President – American States Utility Services, Inc. (ASUS), a subsidiary of American States Water Company.  He joined ASUS in this role in February 2022, and oversees operations, business development, construction activities, and the relationship with the Department of Defense.    

Prior to joining the company, Mr. Connor held a senior management role since 2016 within Jacobs Engineering Group Inc., an international firm that provides a full spectrum of professional services including consulting, technical, and project delivery for the government and private sector.  Chris’s most recent position was Vice President of Sales Excellence, with responsibilities for business development, sales capture and sales training. His responsibilities included developing annual business plans, identifying and pursuing new markets and growth opportunities, and training sales professionals on the government acquisition process in order to successfully pursue and win large procurements across a range of government agencies, including the Department of Defense.  He began his career at Jacobs in 2004 and held various roles in sales, business development, and Manager of the Aerospace branch within the Technology Group.  Prior to joining Jacobs, Chris was Manager of the Advanced Methods Group of CD-adapco, a Siemens business.  He started his career in 1992 as a Computational Fluid Dynamics Engineer for Rolls-Royce.  

Chris has an M.S. Degree in Mechanical Engineering and a B.S. Degree in Aerospace Engineering.  Both degrees are from Texas A&M University.

Susan P. Miller
Vice President - Operations

Susan P. Miller is Vice President – Operations for American States Utility Services, Inc. (ASUS), a subsidiary of American States Water Company. She oversees all aspects of operating, maintaining and constructing water, wastewater, and treatment facilities on military installations across the country under ASUS contracts.  

Ms. Miller has been with ASUS since 2013, providing expertise and leadership in customer service, employee development, and mission sustainment.  Prior to her promotion to this role, she served as ASUS’s Director of Operations.  Previously,  she held roles with the U.S. Air Force and U.S. Army.  

Ms. Miller holds a Bachelor’s degree from Christopher Newport University.
